ORDERS FOR THE USE OF ESBA AIRSPACE 

Reference: 
A. Map Series K 717 sheets 13 and 14: Scale 1:50,000.
 
ORDER NO 3 
1. ESBA Flight Safety Officer. These orders are prepared by OC 16 FIt AAC as delegated ESBA Flight Safety Officer responsible for flight safety in the ESBA. All proposals to amend these orders must be approved by HQ BFC before publication.
 
2. Application to Airspace Users. These orders apply to all users of the ESBA airspace. They are to be read and initialled in accordance with local orders by the captains of all military and civil aircraft, either powered or glider, which operate from the ESBA and are to be obeyed by all aircraft flying within ESBA airspace. All relevant course students and club members are to be briefed on these orders.
 
3. Aim. The aim of this order is to obtain maximum airspace usage with the minimum risk to flight safety.
 
4. Airspace Definition. The ESBA airspace is defined as the airspace within the ESBA boundary, as shown at Reference A, from ground level up to 500 ft agl. All aircraft must obtain clearance from Larnaca ATC to operate above 1000 ft QNH over the ESBA.
 
5. Controlling Authority. The Operations Room 16 FIt AAC (Dhekelia 4798) will monitor all aircraft movements within the ESBA Airspace and will offer known traffic information on request. All aircraft are to establish comms with 16 FIt Ops prior to entering into ESBA. Frequencies in use during normal working hours, operations or exercises are: 
a. UHF. 285.2 MHZ(P) 
b. VHF. 130.1 MHZ (common with Kingsfield)(S) 
c. VHF/FM. 72.775 MHZ (call sign 43 on request)
 
6. Danger Areas. Flight Planning Document Section 3, Airspace-Reservations: 
a. LCD 15. By NOT AM, circle centred 1.5 nm on the DZ (GR662752) up to 10,000 ft agl. 
b. LCD 27. Cape Pyla Ranges at GRID 782681. The liaison authority for the ranges is the ESBA Resident Battalion Operations Room. (Tel Dhekelia Mil 4358/4359). The Operations Room is to maintain radio contact with range users and is to inform Larnaca Control Tower when the range is 

7. RAF FORM 39490 (Revised Oct 97) FLYING ORDER BOOK (Order Sheet) active and when firing ceases. Stop firing may be imposed by Larnaca Tower if an aircraft is likely to enter the NOT AM danger area. 
(1) LGD 27 A. To be avoided at all times 1500 ft unless authorised to enter the danger area. 
(2) LGD 27B. By NOT AM to 6,000 ft. 
(3) LGD 27G. By NOT AM to 10,000 ft. 
c. LCD 28. Dhekelia rifle ranges at GRID 656725. Permanent by day, 
NOTAM by night; to be avoided by 500 ft.
 
Airspace Activities
a. Kingsfield. This airstrip may be activated by the RAF for fixed wing operational or training flights by NOT AM. This results in all air activity related to the Kingsfield circuit being controlled by an RAF A TC authority established at the airstrip, under the direction of the Joint Operations Centre Cyprus (lOCC). 
b. Other Activities. When the Kingsfie1d airstrip has not been activated by the RAF for operations or exercises, the following activities are authorised to take place in the ESBA airspace: 
(1) Military helicopter flying. 
(2) Light aircraft flying. 
(3) Parachuting. 
(4) Gliding. 
(5) Parascending. 
(6) Model aircraft flying. 
c. Priorities of Use. 
(1) RAF fixed wing aircraft (Kingsfie1d). 
(2) All helicopters. 
(3) Training by the Cyprus Joint Service Adventure Training Centre (CJSATC) parachute and gliding courses.
(4) Crusaders Gliding Club.
(5) Cyprus Combined Services Parachute Club (CCSPC).

Timings for the Use of Kings field. 
(1) Parachuting - CJSATC or CCSPC 
(a) Monday to Friday. Sunrise (SR) to Sunset (SS) plus 30 
minutes except on Public Holidays and Wednesday afternoons from 13 00 hrs. 
(b) Weekends. 
(i) Saturday, SR to 1230 local, Summer and Winter 
(ii) Sunday SR to 1100 hrs local (winter time) or 
1130 hrs local (summer time). 
(c) Sovereign Base Public Holidays. Saturday times apply. 
(d) Deconfliction. No dropping aircraft is to be launched 
from Kingsfield until all gliders have been recovered and a positive confirmation is obtained from the Glider Chief Instructor that there will be no more launches. 
(e) CJSATC. If CJSATC courses are behind schedule, it 
may be necessary for parachuting to take place outside published times at weekends. Only CJSATC courses have priority over gliding in this instance and it is the responsibility of the Course Chief Instructor to publish relevant information to other operating authorities. 

(2) Crusaders Gliding Club 
(a) Wednesdays. From 1300 hrs local until last light. 
(b) Saturdays and Public Holidays. From 1230 hrs local 
until last light. Summer and Winter. 
(c) Sundays. From 1100 hrs local (winter time), 1130 hrs local (summer time) until last night. 
(d) Deconfliction. No glider is to be launched until the last parachutist is clear of the DZ (GR 662752). 16 Fit Ops Room should be informed prior to commencement of gliding and when gliding is complete.

(3) Parascending. Parascending may only take place under orders issued by ESBA FIt Safety Officer and HQ BFC

(4) Model Aircraft. Model aircraft may be flown in the ESBA only with the authority of OC 16 FIt AAC. They may be flown not above 300 ft agl within 800 metres radius of their take off point. All model aircraft are to be landed whenever a helicopter is flying in their vicinity.
 
8. ESBA Helicopter Routes. 
a. To/From Larnaca. All helicopters routing to the ESBA from the west are to fly at 500 ft QNH from north abeam Larnaca Airport unless positively cleared by Larnaca ATC above 500ft QNH. Calls should be made to DHK Ops on 285.2 MHZ at the Golden Bay Hotel. 
b. To/From Ayios Nikolaos. All helicopters are to fly overhead to ESBA joining at 100ft agl either at GR 722789 (Athna) eastbound or GR 797826 (Ayios Nikolaos) westbound. They may, however, route direct to and from Ayios Nikolaos at 1000 ft QNH or above provided that they do not overfly the Turkish occupied territory and that they have clearance from Larnaca A TC to operate above 500 ft QNH. When using the low level route below 100 ft agl, helicopters are to call joining and leaving the route on 285.2 MHZ eg: 
(1) "Army Air 302 - Joining low level route eastbound at Athna." 
(2) "Army Air 302 - Leaving low level route eastbound at Ayios Nikolaos." 

9. 16 FIt Airstrip. Via the ESBA entry point from Larnaca or otherwise, aircraft are to join the Dhekelia Airstrip circuit at 500 ft by day and 900 ft by night (QFE) from the power station at GR 679713. Circuits are to be flown to the eastern side of the strip to avoid flying over the ammunition compound 200 metres to the west, and the general camp area. Runway direction is 02/20.

Helicopters using any of the above HLS are to make an open broadcast before landing and taking off on the AAC common UHF Freq 285.2 J\1HZ, and are to monitor this frequency when flying in the ESBA. Aircraft are to be aware that Kingsfield is almost continuously active during daylight hours. lfpossible, they are to monitor 130.1 J\1HZ in addition to 285.2 J\1HZ.
 
11. Airspace Infringement. Reports of airspace infringement by other aircraft over the ESBA, within the limits defined in Para 4, are to be reported to the Ops Room 16 FIt AAC (Dhekelia Ext 4798). Details required are: 
a. Date/Time. 
b. Observers Name, Unit and Tel No. 
c. Observers location at the time. 
d. Type and identity of the aircraft. 
e. Nature of report, including estimated height. 
12. RT Frequencies. 
a. Larnaca Tower. VHF/AM 121.2 MHZ       Primary or 119.4 MHZ Alternative. 
b. 16 FIt Operations. UHF 285.2 MHZ         VHF/FM 72.775 MHZ (on request) (VHF 13 O. 1 J\1HZ) 
c. Kingsfield (when activated).

13. Telephones.

14. NOTAM Action. It is the responsibility of the Chairman or Chief Instructor of 
the adventurous training club to ensure that NOTAMs are published and, if necessary, updated before any activity requiring NOT AM action takes place. All new requests for NOT AM action are to be cleared initially by OC 16 FIt.
 
15. Flight Safety Meetings. Meetings are to be convened every 6 months by OC 16 FIt. Representatives of all training courses and clubs using the ESBA airspace are to attend.

ANNEX A TO ORDER NO 3 DATED OCT 97 
LIGHT AIRCRAFT AND GLIDING PROCEDURES IN THE ESBA 

1. Restricted Area. Kingsfield DZ GR 662752 Radius 1.5nm from ground level to 10,000 ft agl. 
2. Other Locations. Parachuting may take place at other locations within the SBA only with the authority of OC 16 FIt. NOT AM action must be taken by the CCSPC. 
3. Flying Orders. 
a. Light Aircraft (including Powered Gliders). Before a new pilot flies at/in the ESBA he is to report to OC 16 Fit with his pilot's log book and licence. He will be briefed on all aspects of flying in the ESBA and will be required to sign the relevant Flying Order Book in the 16 FIt Operations Room. In addition, a detailed briefing is to be given to him by the CJSATC or CCSPC Chief Inspector. 
b. Gliders. All pilots flying solo are to be briefed on these orders by the Chief Instructor and are to sign his Flying Order Book which is to contain a copy of these orders. 
c. Low Flying. No aircraft is to fly below 500 ft agl over the ESBA except for the purpose of taking off or landing, unless otherwise instructed by Larnaca A TC. 
4. Aircraft Maintenance. If a civil aircraft is used, the CJSATC and CCSPC are to satisfy themselves that the aircraft is correctly maintained and is fully serviceable. British registered aircraft require the signature of a British CAA registered engineer. 
5. Parachute Drop Aircraft. The following procedures are to be observed: 
a. Kingsfield Circuit. Circuits may be flown either to the north or south of the centreline. 
b. Over flying. Aircraft are to fly to the dropping height over ATHNA forest and are not to over fly built up areas below 4000 ft QNH. They are to avoid the Buffer Zone at all times. 
c. Engine Noise. The pilot is to ensure that unnecessary engine noise is avoided at all times.

d. ATC. Aircraft taking off from within the ESBA for parachute drops are to establish two-way radio contact with LARNACA ATC on 121.2 MHZ as soon after each take-off as possible and before climbing above 1000 ft QNH. Positive clearance must be obtained before climbing above 1000 ft QNH. The following calls are to be made: 
(1) After Take-Off. Obtain clearance to climb above 1000 ft QNH to dropping height. 
(2) Before Dropping. Report level at dropping height and preparing to drop parachutists. 
(3) On Completion of Drop. Report drop complete and descending to Kingsfield. 
6. Gliding. During gliding times the CFI of Duty Instructor Crusaders Gliding Club is the controlling authority for all club flying activities. The following procedures are to be observed: 
a. Kingsfield Circuits. Glider towing aircraft are to climb out avoiding built up areas and may release the glider at a point suitable to the prevailing conditions. Gliders are to avoid overflying the Garrison and built-up areas unless authorised by the Chief Instructor. ALL aircraft are to avoid the Buffer Zone at all times. 
b. ATC. 
(1) Frequency. At times specified for glider flying, all aircraft joining Kingsfield are to make the initial call on 130.1 MHZ. 
(2) Clearance. Whenever gliding is to take place above 1000 ft QNH positive clearance must be obtained in advance by radio or telephone from Larnaca Tower. If gliders are operating above 1000 ft QNH and are not in radio contact with Larnaca Tower the glider controlling authority is to man the telephone at Kingsfield once clearance has been obtained, and be ready to recall gliders to below 1000 ft or to land if so directed by Larnaca Tower. Such a recall would only take place in an emergency or when an aircraft was inbound on the ILS for Larnaca Runway 22 to pass over the ESBA at not below 1500 ft QNH. Any gliding above 1000 ft QNH must be under positive RT from Larnaca. 
(3) Notification. Larnaca Tower is to be notified at commencement of gliding operations.
(4) Launches. No glider is to be launched until the last parachutist is clear of the DZ. '''--.,

d. Briefing. New instructors are to be briefed by OC 16 FIt or his representative on sensitive areas. 
e. Runway Clearance. At the end of flying the CFT or duty Instructor is to ensure all FOD is cleared from the runway.
